The Council adopts the permanent Chat Control law by qualified majority. Tick the governments that would not vote for a final text, and see whether together they would stop it.

The rule
A text passes the Council when at least 55 % of the governments vote for it, 15 of the 27, and they represent at least 65 % of the EU population. A blocking minority must include at least four governments; with fewer than four against, the qualified majority is deemed reached. An abstention counts as a vote against (Council of the EU, “Qualified majority”).
So a group of governments stops a text in one of two ways: at least four of them with more than 35 % of the population, or 13 of them of any size, because the remaining 14 are fewer than 15.
Where the numbers come from
The 27 governments, their positions and their population shares come from the same records as the governments page, read live from its open data. The population shares are the Council’s own 2026 figures, as published with its voting result of 23 July 2026, rounded to two decimals. The governments page rounds its totals to one decimal, which is why it shows 32.9 % where this page shows 32.85 %.
What the calculator does not do
It does not predict a vote. “On the record” ticks the governments that have said they will not accept mandatory scanning of private messages; each country page has the document behind its position. A position is not a vote: on 26 November 2025, four of the governments against mandatory scanning voted for the Council’s mandate, which has voluntary scanning only, and one abstained (how the counts differ). The two vote buttons show how governments voted on the Council’s mandate on 26 November 2025, as reported by ČTK, and on Chat Control 1.0 on 23 July 2026, as published by the Council.
The Council computes with exact population figures. A result within a tenth of a point of 35 % should be checked with the Council’s own voting calculator.
